F. Michael Taylor, City Auditor

BS Accounting, Virginia Tech, CIA, CPA (Virginia)

Mike has served as the City Auditor since 1994, when he came to Stockton to begin an independent performance audit function. Before coming to the City of Stockton, Mike served as an auditor and audit supervisor for the City of Roanoke, Virginia. He has also worked in public accounting and was controller for a non-profit organization. He is active in several professional organizations including Bay Area Local Government Auditors (BALGA), the Institute of Internal Auditors (IIA), and the Association of Local Government Auditors (ALGA). Mike is a past president of ALGA and a past board member of the Sacramento and Southwest Virginia chapters of the IIA. Mike currently serves on the Advisory Council on Government Auditing Standards for the GAO.

 
Jim Henthorn, Assistant City Auditor

BS, MBA California State University Sacramento, CIA, CPA

Jim has been with the Office of the City Auditor since 1998. Prior to joining the Office, Jim worked for the Internal Audit Department of the California Department of Veterans Affairs. Before moving to internal auditing, he worked as an auditor for state consumer protection agencies. Jim is a past president and current board member of the Sacramento Chapter of the Institute of Internal Auditors. He is a member of ALGA.

Mahin Shah, Senior Administrative Analyst

BS, Punjab University, MBA International University, Lahore

Mahin recently joined the City Auditor. Mahin worked for the City Manager's Office in the Budget unit. Her past experience includes Business Manager at a local dealership, Marketing & Sales in technology industry. Mahin is a current member of the Sacramento Chapter of the Institute of Internal Auditors.

Nancy Xiong, Deputy City Auditor II

BA Economics, University of California Davis, CGAP

Nancy joined the Office of the City Auditor in January 2007. Prior to joining the Audior's Office, she was an Operations Supervisor for a local credit union and a Claims Adjuster for a major insurance company. Nancy is a member of the IIA and ALGA.
