Employee and Labor Relations

The Director of Human Resources oversees contract negotiations with the various labor unions and employee organizations that represent City employees.  The Human Resources Department:

  • provides other City Departments with advice and counsel regarding the terms of labor contracts and progressive discipline.
  • provides administrative support for the City's Civil Service Commission.
  • investigates discrimination and harassment complaints and drafts employment policies and procedures.
  • encourages effective employee and labor relations for City of Stockton employees by supporting a positive, productive, and respectful work environment, and enhancing the City's ability to deliver efficient, quality customer service.
